Ghastly Electric Horns

To the Editor of the "Nonri-Cuixa Dancy News"

"Why must we go on suffering so unnecestarlly? What is the matter with our Municipal Council, and our heads of police?

What I want to know is, have they or have they not the power to prohibit the use of the electric horn in Shanghai? If they have, why don't they do it? I am asking a lot of questions, but I don't suppose I shall get a single satisfactory answer, It is about time that the unhappy residents of Shanghai rose up on their hind legs and demanded some legislation against the ghastly electric horns, What Tokyo and Calcutta can do, Shanghai can, too. Oh, for some strong rulers!
