Big Expansion Made

"The Japaneše consular police have much to contribute to the establish-of a new order by means of ing the activities of Japanese residents and suppressing crime and injustice.

"From this standpoint the Ministry of Foreign Affairs expanded the consular police forces in Central China and established branches in places where new activities were started by Japanese.

"It was necessary to establish a central control organization and this is the reason the Central China 3 Police Bureau was created.

I hope that Japanese officials and civilians in Central China will give their full ce-operation to the work of the bureau.

"The new bureau for the present will be situated on the second floor of the temporary offices of the Japan-jose consular police on Boone Road, and the police department of the Consulate-General will be abolished and its work turned over to the Japanese consular police station. I as Counsellor of the Japanese Embassy have been appointed Director of the new bureau."
