Washington, Aug. 23.
President Roosevelt conferred yesterday with Colonel Henry Stimson, Secretary of War; Colonel Frank Knox, Secretary of the Navy; Mr. Sumner Welles, Under-Secretar State, and Attorney General Jeckson on the proposed lease of Atlantic bases from Britain.
Difficulties in connection with trans-for of over-age destroyers to Britain were. not completely resolved. The President was reported to favour the transfer but the attitude of Congress presents an obstacle, It is desired to avoid protracted legislation, but no method of avoiding the necessity for al sanction has yet been found.—Renter.
